PROBLEM TO BE SOLVED: To make it possible that use right is assigned to work prior to creation of the work.SOLUTION: Use right for digital work is set prior to creation of a corresponding content. The right can be associated with the content after the content is created. A content creation device, for example, a video recorder or a still camera, can store labels of the right and can associate the use right with the content in real time when the content is created.
