PROBLEM TO BE SOLVED: To reduce a deterioration in decoding quality due to block noise generated in dividing each picture of moving pictures into a plurality of blocks to decode coded data subjected to coding processing.SOLUTION: The present invention relates to a moving picture decoder. The moving picture decoder of the present invention include means for decoding coded data of moving pictures to acquire a first decoded image, means for calculating a conspicuousness value on the basis of the first decoded image, means for acquiring the boundary strength for each area of the first decoded image, means for correcting the boundary strength for each area of the first decoded image by using at least the conspicuousness value, and means for performing processing to eliminate block noise from the first decoded image by using the boundary strength after the correction and outputting the first decoded image. |
