The present invention provides a composition comprising a carbon-carbon-double-bond-containing compound obtained by reacting (B) a compound having active hydrogen with (A) a polyisocyanate which is a trimer of diisocyanate, the composition being useful for forming a layer having excellent surface smoothness and frictional durability in addition to water-repellent properties, oil-repellent properties, and antifouling properties on a substrate comprising various materials including a resin, the composition characterized in that component (B) is a monomer having (B1) a perfluoropolyether having active hydrogen, (B2) a silane compound having active hydrogen, and (B3) active hydrogen and a carbon-carbon double bond, the number of moles of isocyanate groups in component (A) and the total number of moles of component (B) are equal, and the numbers of moles of component (B1), component (B2), and component (B3) per 9 moles of isocyanate groups in component (A) are 0.1-2 moles of component (B1), 0.05-2 moles of component (B2), and 5-8.85 moles of component (B3). |
