Disclosed are a device and a method for recognizing a vehicle license plate number. The device includes: a license plate area detecting unit that detects a vertical line of a vehicle license plate area in an input image of a vehicle license plate, detects a horizontal line according to the predefined aspect ratio based on the detected vertical line, and detects the vehicle license plate area based on the vertical line and the horizontal line, which have been detected; a number area detecting unit which detects a vehicle license number area in the detected vehicle license plate area; and a number recognizing unit which recognizes a plurality of vehicle license numbers in the detected vehicle license number area. |
