PROBLEM TO BE SOLVED: To provide an image forming apparatus that can sufficiently suppress, when using toner particles having a core-shell structure, the adhesion or embedment of the toner particles to/in a toner particle carrier, the deterioration of toner, and an excessive increase in the charge amount of toner.SOLUTION: An image forming apparatus of the present invention is an image forming apparatus using a developer containing toner particles. The image forming apparatus of the present invention includes a toner particle carrier that carries the toner particles. The toner particles are each include a toner core including a binder resin and a shell layer coating the surface of the toner core. The toner particle carrier includes a substrate and a surface layer coating the surface of the substrate. The surface layer and the shell layer are formed of a resin including a thermosetting resin.
