The present invention relates to a binder composition for eco-friendly low volume cement concrete and to a concrete composition and, more specifically, to a binder composition for eco-friendly low volume cement concrete comprising materials for improving functions like decreasing the compressive strength of the concrete and weakening resistance to neutralization which are recognized as problems in an existing low volume cement concrete composition, while having materials like fine powders of blast furnace slag and fly ashes substituting for cement; and to a concrete composition.
