PROBLEM TO BE SOLVED: To enhance advertisement effect.SOLUTION: A distribution device comprises a distribution unit. The distribution unit distributes control information with a first content to a terminal device. The control information causes the terminal device to execute: a determination procedure which determines whether a second content to be displayed in a display area included in the first content is in a visible area specified by a display program that is to be executed by the terminal device to display the first content; and a display procedure which, when it is determined that the second content is not in the visible area in the determination procedure, displays the first content and a third content in a superimposed manner.
