PROBLEM TO BE SOLVED: To provide an image encoding method capable of reducing a processing load.SOLUTION: An image encoding method includes: step S101 that determines respective decoding times of plural pictures included in a moving image so that respective decoding times of lower layer pictures which does not belong to the highest layer among plural layers are equal in interval, and so that between a case where plural pictures included in the encoded in the moving image are decoded and a case where only plural lower layer pictures are decoded, timing at which the plural lower layer pictures are respectively decoded are equal; step S102 that encodes the respective plural pictures included in the moving image in accordance with an encoding order based on the determined decoding times; and step S103 that generates an encoding stream including the encoded plural pictures and the decoding times therefor.
