PROBLEM TO BE SOLVED: To provide a coating film removal method and a coating film removal device in which a coating film of the surface of a plastic product which has become industrial waste, such as automobile components, can be peeled and removed perfectly and easily from a plastic-made substrate by using an alkaline peeling liquid.SOLUTION: The coating film removal method comprises: a first process S101 in which an alkaline peeling liquid is stored in a pressure-proof reaction tank provided with heating means and stirring means; a second process S102 in which a substrate with a coating film on the surface is housed in a vessel at least a part of which is formed as mesh-like and is immersed in the inside of the reaction tank; a third process S103 in which the alkaline peeling liquid, while being stirred by the stirring means, is heated to a temperature which is above 120°C and is higher by 20°C or more and by 40°C or less than the melting point of the substrate by the heating means; and a fourth process S104 in which the substrate that is peeled of the coating film by the alkaline liquid and is taken out from the reaction tank is cleansed.
