A photovoltaic power generation device which is installed underwater is provided to prevent a solar cell from being overheated and to increase power generation efficiency, by comprising: a solar cell plate with a plurality of solar cells that collect and convert solar light into electric power; a tube having buoyancy according to the gas filled inside; a fixing unit that fixes the bottom side of the solar cell plate and the top of the tube with each other; and a control unit that controls the solar cell plate to sink in water.
