PROBLEM TO BE SOLVED: To provide a reclaiming device and a method, and a recovery device for COor HS or both such that an absorbent coexistent component is prevented from accompanying to a regeneration tower as recovered vapor recovered from a reclaimer entrains a reclaimer inner liquid.SOLUTION: A reclaiming device includes: a reclaimer 51 into which part of an absorbent 17 having absorbed COor HS in an exhaust gas is introduced from an introduction line Land reserved; a heating part 53 which heats the absorbent 17 reserved in the reclaimer 51 to obtain recovered vapor 52; and a mixing tank 55 which is interposed in the introduction line Lintroducing the absorbent 17 into the reclaimer 51, and into which an absorbent (lean solution 17a) and an alkali agent 54 are introduced respectively and mixed into a mixed liquid 56.
