PROBLEM TO BE SOLVED: To provide a control apparatus configured to automatically determine a rotating body to be rubbed when an instruction to execute a mode for improving image gloss is acquired, and to cause a rubbing rotating body corresponding to the above rotating body to execute rubbing, an image heating apparatus and an image forming apparatus.SOLUTION: An image heating apparatus includes: first and second rotating bodies for heating a toner image on a sheet between them; a first rubbing rotating body for rubbing the first rotating body; and a second rubbing rotating body for rubbing the second rotating body. A control apparatus for controlling the image heating apparatus includes: counting means which counts the number of sheets subjected to image heating processing; acquisition means which acquires an instruction to execute a mode for improving image gloss; and determination means which determines a rotating body of the first and second rotating bodies to be rubbed, according to an output of the counting means when the acquisition means acquires the execution instruction.
