A voice signal determination unit (146) determines whether a voice candidate signal part separated by the voice and acoustic signal separation unit (140) includes a signal of which character corresponds to a character of a pre-registered registration voice signal. A user authentication unit (148) authenticates a target user when the acoustic signal determination unit (144) outputs negative determination and the voice signal determination unit (146) outputs positive determination.
