PROBLEM TO BE SOLVED: To provide a novel hydrophilicity improver which can impart sufficient hydrophilicity to a silica film derived from polysilazane while maintaining the hydrogen ion concentration index at around neutrality, a method for improving film hydrophilicity using the hydrophilicity improver, and a hydrophilic treated film processed by the method.SOLUTION: Provided is a method for improving film hydrophilicity comprising: coating and drying a coating agent containing polysilazane on a substrate surface; and thereafter treating the silica film with a hydrophilicity improver which includes at least a nitrogen compound as a basic component, and an organic acid as an acidic component or an amino acid derivative N-acylated with the organic acid, and has a hydrogen ion concentration index (pH) of 6 to 9.
