The present invention is provided with: a reclaimer (51) for introducing and storing a portion of absorption liquid (17), which absorbed the CO2 or H2S within exhaust gas, via an introduction line (L11); a heating unit (53) for obtaining recovery steam (52) by heating the absorption liquid (17) stored in the reclaimer (51); and a combination tank (55) which is disposed on the path of the introduction line (L11) for introducing the absorption liquid (17) into the reclaimer (51), and which introduces and combines an absorption liquid (lean solution (17a)) and an alkaline agent (54) to create a mixed solution (56).
