The present invention relates to a method, a system, and a recording medium for operating a network load reduction policy in an overloaded area. The system for operating a network load reduction policy in an overloaded area according to the present invention comprises: a storage medium which links identification information of a wireless terminal device with identification information of a policy agent provided in the wireless terminal device and stores the same; a communications unit which receives, from a server on a communications network, identification information of a user′s wireless terminal device which is located in an overload occurring area; a verification unit which verifies the identification information of a policy agent installed in the wireless terminal device corresponding to the identification information of the wireless terminal device received through the storage medium; and a processing unit which processes network use blocking policy information to be transmitted to a policy agent corresponding to the policy agent identification information verified by the verification unit.
