System and method for utility meter activation

A utility network 10 includes a utility meter 12 capable of measuring a property of the network once installed and capable of communicating the measurement to a server 30 once activated. The network 10 also includes an access point 26 configured to communicatively couple to the utility meter 12 and to the server 30 and configured to notify the server 30 when the utility meter 12 has been bound to the access point 26. The network further includes a mobile device 34 configured to notify the server 30 when the utility meter 12 has been installed, configured to request the server 30 to add the utility meter 12 to a queue of utility meters to be activated by the server 30, and configured to receive a response from the server 30 when the utility meter 12 is activated.
