<p><P>PROBLEM TO BE SOLVED: To reduce a glare at the lighting of lamps when using LEDs as light sources of the vehicle lamps, and to make the lighting of the lamps quickly perceived depending on the traveling state of a vehicle. <P>SOLUTION: A control means 3 has: a first pattern at which light intensity is increased to first light intensity from light-off light intensity and gradually increased to constant light intensity when a first prescribed time has elapsed when setting light intensity which is lower than the constant light intensity and at which a person can perceive the lighting as the first light intensity and setting light intensity not lower than the constant light intensity as second light intensity with light intensity in a light-off state set as the light-off light intensity and with light intensity in a normal lighting state set as the constant light intensity; and a second pattern at which the light intensity is increased to the second light intensity from the light-off light intensity, and set to the constant light intensity when a second prescribed time has elapsed.
