<p><P>PROBLEM TO BE SOLVED: To prevent the input of any illegal set value under a simple constraint condition even when there exists any complicate dependence between set items. <P>SOLUTION: A hierarchy dependency information storage part 105 stores hierarchy dependency information showing a hierarchy structure between set items. An input part 106 inputs information designating a set value candidate as the candidate of a set value corresponding to a new set item and a hierarchy as the assignment destination of the new set item. A set value check part 107 extracts the new set item and the set item of the same hierarchy and the set item of the high-order hierarchy from the hierarchy dependency information, and extracts the set values of the set item of the same hierarchy and the set item of the high-order hierarchy from the set value information of a set value information storage part 103.
