<P>PROBLEM TO BE SOLVED: To decide a processing order of a plurality of products by eliminating products that are relatively inadequate for incorporation into a processing order schedule when a processing order for all products is not prepared to satisfy restrictions in preparing a processing order schedule. <P>SOLUTION: The following two conditions are set: the number of extraction orders assigned to one piece of steel product (slab) is 1 or 0, and when an extracting order is not assigned to one piece of steel product (slab), an extracting order after the extracting order cannot be assigned to the piece of steel product (slab).
