<p><P>PROBLEM TO BE SOLVED: To suppress degradation in picture quality of a frame when encoding is made. <P>SOLUTION: The image encoder includes an encoding part for encoding a frame, a code amount storage part which stores a code amount of encoded frames and a code amount of encoded region of a frame being encoded, a code amount estimation part which estimates a code amount of a non-coded region of an encoding frame based on the code amount stored in the code amount storage part, and a code amount control part which determines a code amount control parameter of a non-coded region based on the code amount of the estimated non-coded region and the code amount which can be allocated to the non-coded region. The encoding part encodes the non-coded region based on a code amount control parameter that has been decided. The code amount estimation part estimates a code amount of the non-coded region from the code amount of the coded region based on a ratio in code amounts of regions corresponding to the encoded region and the non-coded region in a coded frame which is close, in terms of time, to the frame being encoded. <P>COPYRIGHT: (C)2013,JPO&INPIT</p> |
