<p><P>PROBLEM TO BE SOLVED: To provide an image processor and an image processing method, and an image forming apparatus that form a halftone image in which graininess is not deteriorated and stripe unevenness caused by vibration can be effectively suppressed. <P>SOLUTION: When a relative moving direction of a recording medium with respect to a recording head is defined as a first direction, and a direction perpendicular to the first direction on the recording medium is defined as a second direction, the recording head has a two-dimensional recording element array in which a plurality of recording element rows are arranged in the second direction.
