<p><P>PROBLEM TO BE SOLVED: To reduce a code amount of a flag representing a reference destination of motion information. <P>SOLUTION: A moving image encoding apparatus comprises: a reference destination specification part 113 which specifies one adjacent block determined on the basis of an adjacency condition of an encoding target block and an adjacent block from among a plurality of encoded adjacent blocks adjacent to the encoding target block as a reference destination block for referring motion information; and a prediction selection part 112 which creates, when inter-image prediction utilizing a motion vector of an adjacent block is selected as a prediction method from among intra-image prediction, inter-image prediction utilizing a motion vector of an encoding target block and inter-image prediction utilizing a motion vector of an adjacent block, reference destination effective information that represents whether the adjacent block referred by the selected prediction method and the reference destination block specified by the reference destination specification part 113 are identical, and information that indicates the selected prediction method instead of the motion information. <P>COPYRIGHT: (C)2013,JPO&INPIT</p> |
