An object of the present invention is to provide a compact, light-weight and high-quality thermal-storage device in which corrosion of a heat exchanger is suppressed, and a comfortable and high energy-saving air conditioner using the same. Disclosed is a thermal-storage device including a thermal-storage solution layer composed of a thermal-storage solution comprising water, a heat exchanger immersed in the thermal-storage solution layer, and a thermal-storage container in which the thermal-storage solution layer and the heat exchanger are disposed in the interior space thereof, wherein a slightly soluble basic substance containing, as a main component, at least one selected from the group consisting of magnesium oxide, magnesium hydroxide, magnesium carbonate, magnesium silicate and metal magnesium is immersed in the thermal-storage solution layer. |
