an authorized activation application; and the un-provisioned mobile communication device that has been returned to a factory default setting, wherein the factory default setting is a setting that is configured to restrict access of a data connection with the network to the authorized activation application, wherein the mobile communication device is configured by at least one processor to: maintain the data connection with the network using a radio interface layer of the un-provisioned mobile communication device that is in the factory default setting, prevent unauthorized applications from activating the data connection, activate the data connection in response to input from the authorized activation application, and attempt to connect to the network in response to the data connection being active.
