A composition for monitoring and manipulating cellular transmembrane potentials, comprising: a. a substrate; and b. an activation platform is disposed on a surface of the substrate, wherein the activation platform comprises multiple layers of immobilized nanocrystals and at least one polymer layer, wherein said polymer layer comprises a polymer selected from agarose, polymethyl methacrylate, polyacrylamide and poly(diallyldimethylammonium chloride), that is interposed between adjacent layers of immobilized nanocrystals, wherein at least one layer of immobilized nanocrystals comprises positively charged nanocrystals, wherein each positively charged nanocrystal comprises a surface coating that comprises a positively charged compound, wherein the multiple layers of immobilized nanocrystals are arranged to facilitate the flow of electrons through the activation platform, and wherein the composition is configured for monitoring and manipulating cellular transmembrane potentials.
