An apparatus and a method to control a vehicle by hand gesture recognition are disclosed. The present invention includes: an infrared image obtaining unit shooting the inside of a vehicle to detect a driver′s hand gesture and obtaining an input image; an image pretreatment unit receiving and normalizing the input image and separating the foreground and the background by a predetermined method; a reference gesture learning unit where characteristics of at least one predetermined reference hand gesture and gesture commands corresponding to at least one reference hand gesture are stored; a hand gesture recognition unit receiving the foreground and the background separated in the image pretreatment unit and determining a steering wheel region in the received background and selecting the reference hand gesture corresponding to the driver′s hand gesture included in the foreground among at least one reference hand gesture and obtaining the gesture commands corresponding to the selected reference hand gesture when the foreground and the part of the steering wheel region are overlapped; and a control command execution unit responding to the gesture commands applied from the hand gesture recognition unit and executing the predetermined movement.
