PROBLEM TO BE SOLVED: To provide a cable laying device and a cable laying method which can easily control delivering speed of a cable.SOLUTION: A cable position monitoring part 7A grasps the position of a cable 9 on the basis of a signal from an ultrasonic sensor 7. For example, the cable position monitoring part 7A grasps the position of the cable 9 in a monitoring surface 12 (the installation height of an ultrasonic sensor 7) from the distance of the cable 9 measured by two ultrasonic sensors 7. A storage part 13 previously stores correlation information of an incidence angle of the cable 9 relative to water in accordance with the position (direction and distance) of the cable 9. A control part 17 reads out the correlation information from the storage part 13 and calculates the incidence angle of the cable 9 relative to water from the position of the cable 9 measured by the ultrasonic sensors 7, that is to say, determines whether or not the incidence angle relative to water is appropriate.
