PROBLEM TO BE SOLVED: To provide a dimmer capable of preventing input of excessive bleeder current even when plural sets of luminaire each having a bleeder circuit are connected, and an illumination system.SOLUTION: A dimmer 2 includes: a triac Q11 having a self-holding function, which is connected to a power inverter circuit 1c and a commercial power supply 10 thereacross in series in a series circuit; a light control section 3 that controls the phase by changing the conduction angle of an AC voltage from the commercial power supply 10 by controlling the triac Q11; a control power supply section 4 which is connected to the triac Q11 in parallel thereto to generate a control power of the light control section 3 by using a current supplied from the commercial power supply 10; and a current limiter 5a that limits the current supplied from the commercial power supply 10 to the control power supply section 4 to an upper limit value.
