PROBLEM TO BE SOLVED: To adjust power demand depending on a state of power supply.SOLUTION: A voltage controller 1302 controls a voltage value of power supplied from a distribution substation or pole transformer to a user. A power management device 1102 calculates a demand adjustable amount within which a plurality of users can adjust their power demand, and transmits the demand adjustable amount to a demand adjustment plan management device 1202. The demand adjustment plan management device creates a demand adjustment plan for satisfying a request value of a demand adjustment amount, on the basis of the request value of the demand adjustment amount and the demand adjustable amount, and transmits the demand adjustment plan to the power management device. The power management device creates a voltage control plan for controlling an output voltage value of the voltage controller on the basis of the demand adjustment plan; and makes the output voltage value of the voltage controller be controlled according to the voltage control plan.
