PROBLEM TO BE SOLVED: To provide a face detection device, a method, and a program which can enhance accuracy of a face model.SOLUTION: A face detection device 1 comprises: an imaging unit 2 which captures an image including a face; a position detection unit 11 which detects positions of face parts from the image; an initial state determination unit 12 which determines an initial state of model on the basis of the positions of the face parts; and a model fitting unit 13 which generates a face model on the basis of the image by using the initial state of the model. The initial state determination unit determines face position and face angle by using eye positions and nose position acquired by the position detection unit, and determines the initial state of the model on the basis of the face position and face angle.
