Disclosed are a method and apparatus for encoding and decoding a motion vector of a current block based on the candidates of a generated prediction motion vector generated by excluding at least one candidate of the prediction motion vector among the whole candidates of the prediction motion vector. The decoding apparatus according to the present invention includes a decoding unit, a candidate determining unit which controls the candidate set of the prediction motion vector, and a motion vector restoring unit which determines the motion vector of the current block. |
