PROBLEM TO BE SOLVED: To reduce the loss of horsepower by reducing a discharge flow rate of a hydraulic pump when an operation member is rotated in a direction opposite to a rotational direction of a rotation body.SOLUTION: A rotation control unit of a construction machine includes a variable capacity type hydraulic pump 1 the horsepower of which is controlled by a regulator 110, as a hydraulic power source supplying pressure oil to a hydraulic motor 2; and pump flow rate regulating means 120 which reduces a discharge flow rate of a hydraulic pump 1 below a flow rate set by characteristics for controlling the horsepower, when a discharge pressure of the hydraulic pump 1 increases to or above a prescribed pressure.
