PROBLEM TO BE SOLVED: To reduce horse power loss by reducing a discharging flow rate of a hydraulic pump when a turning operation member is operated in a direction opposite to a turning direction of a turning body.SOLUTION: A turning control device of a construction machine includes: a variable capacity-type hydraulic pump 1 whose horsepower is controlled by a regulator 110 as a hydraulic power source for supplying pressure oil to a hydraulic motor 2; a turning operation member 7 for outputting a turning command according to the operation; reverse lever operation determination means 100 for determining whether or not a reverse lever operation by the turning operation member 7 is performed; and pump flow rate restriction means 180 and 116 for reducing a discharging flow rate of the hydraulic pump 1 lower than the flow rate set by the characteristics for performing horsepower control when it is determined that the reverse lever operation is performed.
