<p>PROBLEM TO BE SOLVED: To provide an optical element that can easily respond to changes in a plasmon resonance wavelength.SOLUTION: An optical element 100 comprises: a metal structure 60 configured to include metal particles 62 having a dimension smaller than a wavelength of incident light; a mirror 20 disposed opposing to the metal structure 60 and reflecting light that has passed through the metal structure 60; an electro-optic material 30 disposed between the metal structure 60 and the mirror 20 and inducing a Pockels effect or a Kerr effect; and an electrode to apply a voltage to the electro-optic material 30.</p>
