PROBLEM TO BE SOLVED: To improve frequency utilization efficiency by communication using a vacant frequency band.SOLUTION: A communication device comprises: a frequency conversion unit that detects frequency bands unused for communication by other devices in a frequency band range in which the communication device can transmit and generates a transmission signal in which frequency components of the transmission signal are divided and arranged to the detected respective frequency bands; and a signal transmission/reception unit for transmitting the transmission signal generated by the frequency conversion unit.
