The present invention provides a forward osmosis membrane having an inducing agent therein, that is composed of: a porous support body layer; an inducing agent layer physically or chemically fixed to one surface of the porous support body layer and containing one or more inducing agents for inducing osmosis selected from the group consisting of a particle coated with a polymer for inducing osmosis, a polymer-type ionic liquid, an ion exchange resin, an insoluble salt including a metal oxide, and a polyelectrolyte; and an active layer coated on the inducing agent layer. According to the present invention, a permeated solution having permeated through the membrane in a conventional method is not mixed with the inducing agent since the inducing agent for inducing osmosis is internally provided in the membrane, thereby eliminating the need for providing an inducing solution reproducing device for separating the permeated solution. Therefore, it is possible to improve economic efficiency of the process.
