PROBLEM TO BE SOLVED: To provide a bearer management device for controlling the device so as to be capable of surely accepting packet call incoming generated when a mobile terminal device is moving.SOLUTION: A bearer management device 10 comprises a call incoming control unit 11 which suspends call incoming processing for a mobile terminal device 40 generated during movement of the mobile terminal device 40 until being notified of movement completion of the mobile terminal device 40 from a movement management device 30, when the movement management device 30 manages a position of the mobile terminal device 40 with the result that the mobile terminal device 40 whose position was managed by a movement management device 20 has moved, and resumes the call incoming processing for the mobile terminal device 40 after being notified of the movement completion of the mobile terminal device 40 from the movement management device 30.
