A method and apparatus can be configured to receive an indication that cells reported as fulfilling a first condition can be considered to be prepared cells. The cells reported as fulfilling the first condition are reported to a network by the user equipment. The method can also include reporting at least one cell that fulfills the first condition or a second condition as a reported cell. The method can also include selecting a cell as a selected cell. The method can also include determining whether the selected cell corresponds to at least one reported cell. The method can also include performing either call re-establishment or call establishment. Call re-establishment is performed if the selected cell corresponds to at least one reported cell and fulfills the first condition, and call establishment is performed if the selected cell corresponds to at least one reported cell and fulfills the second condition.
