distribution means for distributing, to a plurality of users, mail including link information that can identify the users; and transmission means which, when access based on the link information is received from a terminal of a user, transmits, to the terminal based on the link information, a web page having a function of from an advertising server, cookie information including attribute information for identifying an attribute of the user, and for transmitting the attribute information to the advertising server.
