PROBLEM TO BE SOLVED: To reduce power consumption while keeping high imaging speed as needed.SOLUTION: An attention range detection unit 15 detects an attention range, which is a range of a region of a living body in imaging data, on the basis of reference image information used for identifying the region of the living body in the imaging data. A variation amount detection unit 16 detects a variation amount of the attention range between imaging data on different two frames. A frame rate determination unit 17 determines that a frame rate setting value to be transmitted to a capsule endoscope is higher than a previously determined frame rate setting value when the variation amount of the attention range is larger than a prescribed reference value, and determines that the frame rate setting value to be transmitted to the capsule endoscope is lower than the previously determined frame rate setting value when the variation amount of the attention range is smaller than the prescribed reference value.
