The present invention relates to a method and apparatus for transmitting and receiving data using a plurality of carriers in a wireless communication system. The method includes the steps of: receiving secondary serving cell (SCell) setting information for setting an SCell from a base station; determining whether the secondary SCell belongs to a primary set or to a non-primary set; and, according to a results of the determination, setting forward and reverse initial states as an active or inactive state.

1. A serving cell state configuration method of a terminal in a mobile communication system, the method comprising:
receiving a secondary serving cell configuration information for configuring a secondary serving cell from a base station; determining whether the secondary serving cell belongs to a primary set or a non-primary set; and setting downlink and uplink initial states of the serving cell to active or inactive state depending on whether the secondary serving cell belongs to the primary set or the non-primary set.
