A work time prediction unit 14 registers the start time and finish time with a work time table, refers to a work list and a work time master to select a next work range, and refers to the work time master and a movement time master to calculate a predicted start time and predicted finish time of the work range selected. A work interference detection unit 15 refers to the work time table to correct the predicted time when work interference occurs, and refers to a work range change master to change the work range.
