Provided is a system capable of specifying push notifications which are highly likely to be viewed by a user. The present invention is provided with: a transmission request means which requests, on the basis of a user list, that a cloud service transmit a push notification of a prescribed message; a response-information registration means which receives and registers response information from user terminals that have responded to the push notification; and a related-transmission request means which requests that the cloud service exclusively transmit, to the user terminals from which the response information was obtained, a new push notification of a new message related to the message of the previous push notification.
