PROBLEM TO BE SOLVED: To provide a video encoder which makes a search operation amount to an encoding block to be uniform and can mount hardware by determining a reduction ratio of a picture of an input video signal and a reference picture of a decoded video signal and a search range and performing searching in a stage prior to search processing.SOLUTION: A video encoder uses temporal correlation of a picture of an input video signal, performs motion prediction on the picture in an encoding block unit and performs encoding processing of the difference. The encoder includes: reduction means for reducing a picture of the input video signal and a reference picture of a decoded video signal of a motion prediction destination by using a prescribed reduction ratio; vector determining means for performing motion prediction processing by using an encoding block of the picture of the input video signal reduced in the reduction means and a search region of the reference picture of the decoded video signal and determining a motion vector; and scaling means for performing scaling on the motion vector determined in the vector determining means in response to the reduction ratio used in the reduction means.
