PROBLEM TO BE SOLVED: To provide the optimal combination information of an energy converter arranged in a virtual local facility.SOLUTION: A management proposal system includes: a remote proposal center 2 for proposing the design configuration of a local facility in which an energy converter is arranged. A local facility simulator 30 includes: a design engine 31 for simulating the design configuration of the local facility; a proposal information reception part 34 for receiving proposal information from the remote proposal center 2; and a simulation information generation part 35 for generating simulation information by combining the design information of the local facility with the proposal information. The remote proposal center 2 includes: a database 8 in which data related to the energy converter are recorded; and a proposal engine 6 for generating the optimal combination information of the energy converter on the basis of the design configuration simulated by the local facility simulator 30 and the data recorded in the database 8.
