<p><P>PROBLEM TO BE SOLVED: To effectively suppress power fluctuation, even when distant end faults and unbalanced faults occur. <P>SOLUTION: A power-factor angle calculating section 71 calculates the power factor angleθfrom active power P and reactive power Q, and a reset circuit 72 calculates the power factor angle change speedΔθ, namely a change speed of the power factor angleθ. Also, a fault determining section 73 determines that a system fault has occurred in a power system when the power-factor angle change speedΔθexceeds a prescribed value.
