<p><P>PROBLEM TO BE SOLVED: To shorten the time required for exchange of fuel by exchanging the fuel of a nuclear reactor by one cell unit without using a blade guide. <P>SOLUTION: In the present invention, in order to solve the problem, from the state that four fuel assemblies are loaded and a cross type control rod is entirely inserted, the diagonal two fuel assemblies of a cell are pulled out first, then the cross type control rod is partially pulled out, and the two remaining fuel assemblies are pulled out from the state.
