<p><P>PROBLEM TO BE SOLVED: To provide an optical module and a plug that can reduce an inductance value generated in a photoelectric conversion device. <P>SOLUTION: An optical module 12 is used for a plug provided at one end of an optical fiber. A laminate 20 is configured by laminating a plurality of insulator layers 24. An optical element 90 is incorporated into the laminate 20 and is optically connected to the optical fiber. An IC 92 is incorporated into the laminate 20. An external electrode 22 is provided in the laminate 20. Wiring includes conductor layers 26 provided on insulator layers 24 and via hole conductors V passing through the insulator layers 24.
