<p><P>PROBLEM TO BE SOLVED: To provide a stirring rotor and a stirring device, performable of a stirring operation in a safe and efficient manner, irrespective of intended purposes. <P>SOLUTION: The stirring rotor 1 comprises a rotor body 10 adapted to be rotated about a rotation axis (center axis C), an inlet port 12 provided in the outer surface of the rotor body 10, an outlet port 14 provided in the outer surface of the rotor body 10, and a flow passage 16 making the inlet port 12 communicate with the outlet port 14. The inlet port 12 is provided at a position closer to the rotation axis than to the outlet port 14. The outlet port 14 is provided at a position more outward in a centrifugal direction from the rotation axis than the inlet port 12.
